Generally speaking, salaries are whatever is negotiated between the
employee in the company, so there's nothing illegal or immoral about
that. That's why salaries for a given position are defined as a
range. The reason why h1b employees tend to earn somewhat less is
complicated. It's a much bigger deal for them to switch jobs than
u.s. citizens, and that affects their negotiating position. Also it
takes time to learn English well and to understand the domestic
business culture, and to build relationships that can land you a
better job.
