Actually when I pinged localhost it came back with the IPv6 loopback address::1 so maybe I do have IPv6 enabled. I will check my machine tomorrow and report back.

Hmm, OK. It connects to "localhost", but the port number is random for both security reasons and to support multiple users on the same machine.
If you disable the proxy server temporarily, does that fix it?
