También encontré esto en el README:
If necessary, update LD_LIBRARY_CACHE for the PostgreSQL server owner
and restart PostgreSQL.
Also make sure that the pg_config binary is in your PATH (or edit the Makefile).
Has agregado las llibrerias compartidas?
2. Append "pgmemcache" to shared_preload_libraries
3. Append "pgmemcache" to custom_variable_classes
