That is great news! Once you have the infrastructure set up (meetup page, etc), we would be happy to list Frankfurt PUG on the website.

I strongly recommend using Meetup.com to start the user group. If you need funds to help start the group, I suggest reaching out to PostgreSQL.eu to see if they can help.

When you have the date for your first meet up set, you can submit it as an event on PostgreSQL.org

If you have any more questions around specifics of hosting a meetup, please don’t hesitate to ask!
