I think I diagnosed the problem to be access restrictions in the pg_hba.conf file.
I made the changes but I can't run pg_ctl reload without first setting a $PGDATA environment variable. Can someone please tell me how to do this properly for PostgreSQL on my FreeBSD 4.6 system?
