Oversight mainly. It's not something that's on the release checklist
because for a large percentage of people the latest version is not
necessarily what they want anyway - it's only really provided as a
convenience. In fact, it would have been out of date today if things
had gone to plan and 8.3.2 was released. As it is, on Thursday you'll
have 8.3.3 so it will be out of date then.
