Well, that's a bit of a stretch to say it's not international. Like
any other organization, it has to be based *somewhere*, and any place
will have its little quirks and problems. In this case, the United
States has a stupid anti-Cuba fixation. But Debian (and to a lesser
extent Postgres) has been using SPI 'internationally' just fine for
years.
