patch from 6.5 to 6.5.1 broken

It doesn't apply cleanly to an unmodified 6.5 source tree -- and
it removes ./src/template/*, which makes the source tree unusable.
(./src/interfaces/odbc/template is a symlink to this directory and the
patch deletes all the files in it.)

Where should I report such problems? Strictly speaking, it's not a
PostgreSQL problem per se.
