Problem with the pq_recvbuf

Dear all,
I am facing problems with the postgres(7.3.1) on windows machine(98). The problem is with pg_recvbuf. And here are the logs..
Can any one teach me more on this
LOG: pq_recvbuf: unexpected EOF on client connection
LOG: pq_recvbuf: unexpected EOF on client connection
LOG: pq_recvbuf: recv() failed: No error
LOG: incomplete startup packet
