since I had the need for something anywhere available I've written
a tiny Perl script which I put online:

For more complex needs I recommend the following GUI tool:
pgAdmin III is a powerful administration and development platform for the
PostgreSQL database, free for any use. The application is running under
GNU/Linux, FreeBSD and Windows 2000/XP.
