There isn’t a lot of information in the screenshot to determine the cause of the problem. Some questions to get things started:
1. What is your operating system and version for the pgAdmin host?
2. Are both the browser and pgAdmin running on your workstation or is it on a separate server?
3. Have you tried a reboot?
4. Are there any error log messages you can provide that are written at the time of restart?
5. Have you patched since pgAdmin last loaded properly in your browser?
