Broken builds for pgpool-II

Today i've realized that the builds for pgpool-II for non-systemd
redhat/fedora releases are broken, when you try to build directly from the
pgrpms git repos. E.g., EL-6 fails with the following issue:

Processing files: pgpool-II-93-3.4.0-2.rhel6.x86_64
error: File not found:
/home/bernd/rpm/BUILDROOT/pgpool-II-93-3.4.0-2.rhel6.x86_64/etc/init.d/pgpool

The attached patch fixes that for me.
