Both your methods run, but produce this error:

Dumping servers with:
User: pgadmin4(at)pgadmin(dot)org
SQLite pgAdmin config: /var/lib/pgadmin/pgadmin4.db
----------
SQLite database file "/var/lib/pgadmin/pgadmin4.db" does not exists.
