Hello oded,
Quick first thought... does your Postgresql config define a bind address of the old IP? That would prevent it from listening on the new address.
But in order to properly diagnose a problem, you will need to provide some more details from the output produced by Postgres. What does the log file say? Does process monitor even show the processes running?

Subject: [ADMIN] Connection refused error message after ip change
hello
i have windows server with pgsql-9.2 for ca wily interscope.
i change the ip address in the server, and from that point the psotgressql
is not working.
i uninstall the sql+wily and install in again, and it only install the wily
and not the sql.
i get error message:
Connection refused. Check that the hostname and port are correct and that
the postmaster is accepting TCP/IP connections.
my windows firewall service is disabled.
what can be to problem
