maybe we can isolate the issue by breaking it into steps. this seems to
cause the problem:
C:\Program Files\PostgreSQL\9.4\bin>"C:\Program
Files\PostgreSQL\9.3\bin/pg_ctl" -w -l "pg_upgrade_ctl.log" -D
"E:\PGSQLData" -o "-p 50432 -b " start
waiting for server to start....Access is denied.
.... stopped waiting
pg_ctl: could not start server
Examine the log output.
does that get us anywhere?
