You can easily get the 3.11.0 kernel on 12.04.4 LTS by installing
the linux-generic-lts-saucy package. IIRC, the fix for the iowait
issue was committed into 3.9.x but the first Ubuntu kernel that
appeared with the fix was the one for 'saucy'.
