Thanks for the pointers, Tom. I ended up installing 9.3.2 from source
while making sure --enable-nls is used.

This works fine and I can now see messages like ..

LOG: le système de bases de données a été arrêté à 2014-01-11 21:47:41 CET

.. in the logs.
