Looks like a limitation of the plpgsql parser, perhaps even counts as a
bug. You can work around it with EXECUTE though, something like:
cmd := 'NOTIFY demoApp, ' || quote_literal(n_user);
EXECUTE cmd;
or just
EXECUTE 'NOTIFY demoApp, ' || quote_literal(n_user);
