Oops, forgot to address the Windows 7 component of your question in the
previous reply.

According to [0], PostgreSQL is not supported on Windows XP Embedded,
Windows 2000, Windows NT, Windows 9x, Windows 3.x, Windows CE and
Windows Mobile.

Also, on the same page:
