for sure, you'll need libpq.dll, and I'm not sure what other client
dependencies.
I do think there should be an installation option in enterprisedb's
Windows installer, to install just client libraries, and optionally the
various client utilities (in addition to psql, pg_dump etc can be useful
on a client-only install).
