Try:

sudo dscl localhost -list NetInfo/Users

Apple don't use the usual UNIX utilities, they've got their own user
database. It's based on LDAP (as of 10.??'s OpenDirectory) and before
that was a more NIS-like service.

See dscl, netinfo, opendirectory documentation for more info.
