thats one question, and its missing information, but as expressed, it
seems a choice between two alternatives... A) use the existing pg_dump
utility, or B) write your own backup program in C#. obviously, method
A) is easier, and supported.
btw, this is not a postgresql 'bug' and probably doesn't belong on the
bug reporting list.
