IMHO, autonomous transactions should be part of a package with a
spec-compliant CREATE PROCEDURE statement. That is, the difference
between PROCEDURES and FUNCTIONS would be that:
-- PROCs have autonomous transactions
-- PROCs have to be excuted with CALL, and can't go in a query
-- PROCs don't necessarily return a result
