For bugs, go to: http://www.postgresql.org/
On the right-hand side under "Shortcuts" look for "Report a bug"
Guidelines on how to do so are at:
http://www.postgresql.org/docs/current/static/bug-reporting.html
You might want to talk it through on this mailing list first, see if
others can reproduce it etc. A good subject might be "Possible bug in
behaviour of X?"
There is a TODO list of hoped-for features here:
http://www.postgresql.org/docs/faqs.TODO.html
This doesn't mean they'll be in the next release, just that it seems
like it might be useful.
Discussing on a list (here say, subject "Feature Request: X to do Y") is
how things get onto the list.
