these special characters work fine here:

select lower('ÆØÅ'), upper('æøå'), lower('Æble, tørret'), upper('Æble,
tørret');

result: æøå ÆØÅ æble, tørret ÆBLE, TØRRET

as pavel hinted, you probably aren't using the proper locale settings
