[Pgbuildfarm-members] buildfarm developments

I have made a start on the long-awaited personality upgrade facility.
The database changes are done, as well as a web transaction to collect
and persists the upgrade data and a client to call the web transaction.

However, currently the web app doesn't make any use of the info - that's
the piece that needs to be filled in.

Intrepid users can download the new program from CVS (

It goes in the same place as the other programs, and is fairly
self-explanatory. There is an updated config file, but you should not
need to migrate to that - the script has support for old config files.

The other change of note is that the latest CVS version of run_build.pl
should now report changed files even for forced builds.

I hope to cut a release with these in a week or two, but any testing
members could do would be appreciated.
