The key name is PostgreSQL
In fact there are potentially three (3) keys.
PostgreSQL
PostgreSQL Legacy
PostgreSQL Unicode (Beta)

You seem to have dowmloaded your zip from ...odbc\versions\msi
Try the zip from ...odbc\versions\full.
