Savepoint "ROLLBACK TO foo" doesn't invalidate 'foo'. If "SAVEPOINT foo"
is 'start new subtransaction foo', "ROLLBACK TO foo" must be 'roll back
subtransaction foo and all children; start new subtransaction foo'.
