You have a quoting problem

OK, you probably want to use := for assignment. Also, you're already
inside one set of quotes, so you'll need to escape the quotes for your
string.

newuri := substr(tempuri from ''http://[^/]*/.*'');
or
newuri := substr(tempuri from \'http://[^/]*/.*\');
