[Pgsql-ayuda] Postgres en windows

Estimados amigos, necesito instalar Postgres en Windows, ya segui todas las
instrucciones y no me logra correr, despues de dar la siguientes
instrucciones

c:\postgres_beta4\bin>pg_ctl -D c:/postgr~1/data -l logfile start
me dice
postmaster successfully start

Aparentemente aqui ya esta funcionando postgres pero cuando hago lo
suguiente

c:\postgres_beta4\bin>psql -l

me dice

PSQL.EXE could not connect to server: Socket error, no description available
(0
x0000274d)

Is the server running on host_localhost and accepting, TCP/IP connections on
port 5432?

c:\postgres_beta4\bin>

Que podria ser
