Tu piensas montar un servidor de Base de Datos bajo Windows ? .... en
ese caso, te recomiento usar PostgreSQL bajo UNIX (Linux, xBSD etc..)
como servidor de BD y hacer querys desde Windows, con Perl/Tk, Perl/Gtk,
etc... no se algo asi, no.. creo que correr PostgreSQL bajo UNIx,
siempre sera mejor que en Windows.
