What is the difference between the GENERAL list and the NOVICE list?
Could something be added to http://www.postgresql.com/lists.html
describing the difference?

Someone recently posted that he was seeing many postings to GENERAL that
he thought belonged on NOVICE.

I just want to make sure I'm posting to the right list and not
generating excess traffic on the wrong one ;)
