PostgreSQL 7.0.2 has no --enable-syslog switch. 7.1 (and, apparently
7.0.3) will have such a configure switch (it exists both in CURRENT and
REL7_0_PATCHES in CVS).

Yes, it should. The patch was necessary for 7.0.2, but not for later
than that.
