Problems installing pltcl

Hello all,
I tried to install PostgreSQL 7.0.2. Everything looked fine but the file
'pltcl.so' was not installed. But this is needed for creating functions
in TCL! What did make I wrong?
The configuration file said TCL enabled!

Here the facts:
PostgreSQL 7.0.2 on i686-pc-linux-gnu, compiled by gcc egcs-2.91.66
Configure:
./configure --prefix=/opt/local/DWH --with-tcl
--exec_prefix=/opt/local/DWH --with-tclconfig=/opt/local/DWH/lib
--with-x --with-tkconfig=/opt/local/DWH/lib
