Hi Jeff,
I run PostgreSQL 7.0 with Cygwin-b20.1 on Windows NT 4.0,
it works fine so far. I also built the binary, it's available at:
ftp://ftp.postgresql.org/pub/binary/v7.0/NT/postgresql-7.0-nt-binaries.tar.gz
