Ok. I'm afraid that my 'workaround' is too simple. I'm not specialised
in Makefiles :-(

After ./configure , just edit Makefile from src/interfaces/libpq and
src/interfaces/libpgtcl and insert a new line :

LINUX_ELF=true

just make clean ; make after that.
