Problem with Query Tool F5

When using the query tool there is a problem using the F5 to execute the query.

My system is Windows XP professional Service Pack 2. When in the
query tool and have entered a query and press the F5 it brings up box
"The text has changed. Do you want to save changes?"

If you select yes or no it still brings up the open query file dialog.
If you mouse click on the green arrow execute button or select from
the menu Query->Execute then the query executes.

This is a problem in 1.6.3 and in the 1.8.0 beta 2. I tried to look
for some configuration issue but could not find anything.
