I don't think that any of use uses Perl on Windows. But do remember
that there are (at least) two Perls for Windows: ActivePerl and
Strawberry. The latter is the community's choice going forward, and I
suspect it'd be easier to use with Pg, since it's more like the
standard Unix Perl than ActivePerl is.

But someone who's familiar with Perl on Windows needs to look into
this; I don't even have a Windows box.
