Afraid not.

When in doubt, the authoritative answer for such questions can be found
by consulting the catversion revision history:
http://developer.postgresql.org/cvsweb.cgi/pgsql/src/include/catalog/catversion.h
A mod in this file corresponds to a forced initdb.
