Hello,

We recently encountered a problem with using pg_ctlcluster: if the log file is
already present, but the cluster user does not have the rights to write to it
(like it can happen with a misconfigured logrotate), pg_ctlcluster fails
without any other information.

It would be great if pg_ctlcluster could check the permissions on the logfile
and emit a warning on it.

The --foreground option does not have to consider this log file, since it
won't be used at all.
