My configuration is Windows Server 2016 with Internet Explorer 11. (This is
available on your favorite cloud provider.)
https://www.enterprisedb.com/downloads/postgres-postgresql-downloads looks
jumbled, with much text overlapping other text; see attached screenshot.
Since https://www.postgresql.org/download/windows/ links to this page, I think
it should function under Internet Explorer. (I see the IE problem reported in
https://postgr.es/m/flat/20171201034800(dot)GA3219179(at)rfd(dot)leadboat(dot)com no longer
appears. Thanks for fixing that one.)
