Commitfest automated reminder

Folks,

This month's Commitfest got off to a slow start.

I believe this happened in part because there aren't yet automated
reminders, so I'd like to propose sending automated reminder emails to
-hackers. These would start going out, say, 10 days before the
planned start of the Commitfest until someone has signed up to be
CFM[1]

Would this be a large lift in the CF infrastructure?

[1] or more broadly, until some quorum of the CF responsibilities have
people attached to them.
