FWIW, what is not visible in the sid-pgdg changelog is this:
SFCGAL support has been disabled in the postgis package in Debian
unstable, but we have now applied a workaround to re-enable it in
stretch-pgdg, jessie-pgdg, and xenial-pgdg. Details are in
https://redmine.postgresql.org/issues/3198 and
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=876521
