BUG #14175: RPM Conflicts Origination from pgdg94

While applying Red Hat updates to promote a Red Hat System from RHEL 6.7 to
6.8, pgdg94 rpm file conflicts prevented the file upgrades from occurring
until excludes were included with the /etc/yum.conf file. The conflict is
noted below.

I am notifying you of this conflict to determine whether its origins are the
result of pgdg94 repo management, or whether something was done improperly
on our system while applying rpms managed within the pgdg94 repository. The
excludes that were entered within the /etc/yum.conf file to overcome the
file conflicts between the 2 rpm's are noted below as well.
