Also, let me add that I smile every time pg_upgrade breaks and the fix is
in pg_dump because it allows me to avoid the problem. :-)

I am afraid that not relying on pg_dump is going to cause a lot of
maintenance work for every server change --- right now, only pg_dump
needs to be adjusted. So, the issue is not only getting in-place
upgrade to work, but the future maintenance of keeping it working.
