Pardon my imprecision.
It's required on developer machines, i.e. ones where someone might
make changes to the source and push same. See all the perl tools in
the PostgreSQL source for examples.
I am just fine with the Perl requirement for a tool like this, and
nit-picking does not make you look good. Please stop.
