I am sorry no one replied to your question. People normally go right
from older to newer releases without doing all major releases in between.
As far as changes, I would read all the release notes in between and pay
particular attention to incompatibilities that might cause problems with
the upgrade.
You cannot use pg_upgrade to go from 8.2.
