Here is what I am using now for procmail:

# remove pgfoundry commits, except pg_migrator
:0
* ^X-Mailing-List: pgsql-committers
* ^From:(dot)*(at)pgfoundry(dot)org\>
* !^Subject:.*\<pg-migrator\>
/dev/null
