You could try this:
CREATE OR REPLACE FUNCTION foo( out procpid integer, out client_addr inet, out
query_time interval, out current_query text )
RETURNS SETOF RECORD AS $BODY$
...
$BODY$ LANGUAGE PLPGSQL VOLATILE;
