I notice other contrib modules include lines like:
SHLIB_LINK = $(libpq)
SHLIB_LINK += $(filter -lm, $(LIBS))
SHLIB_LINK = -lxml2 -lxslt
Perhaps you need a:
SHLIB_LICK = -lstl
or whatever the lib is called.
